The Office of Emergency Operations is responsible for coordinating the preparation, response, recover and mitigation to natural and man-made disasters/emergencies (including terrorist acts) that have or possibly could have public health and/or medical consequences.

Our best defense against the impact of disasters is to have a well-informed and prepared public.


 

 
 
 
 
 
 
 

The Florida Department of Health in Broward County’s Office of Emergency Operations is responsible for supporting the goals and objectives of the Florida Public Health and Healthcare Preparedness Strategic Plan.  Some examples of these responsibilities include:
 
• Preparedness and Information Management
• Incident Management

• Surge Management
• Countermeasures and Mitigation
• Detection, Surveillance, and Investigation
• Community Resilience


An effective Public Health Preparedness / Emergency Operations program should always remain as one of the highest priorities of state and local government. An effective program must work hard to:

• Anticipate and manage all possibilities
• Consider all options
• Be prepared
• Work together with all partners

Individual organizations and citizens must also accept responsibility to be aware of the risks involved from terrorist acts, disease outbreaks, natural or man-made disasters and other public health threats. Our community should be prepared, within their own means and abilities, to be protective when necessary, for their own safety, as well as that of their families, friends and property. Only through a proactive partnership between the public and private sectors can all the citizens of Broward County be best protected and served.

Responding to Suspected Biological Agents

 
Course Description:
 
The course provides training for representatives from first responder, law enforcement, and public health agencies regarding collection of suspicious (powder) samples in accordance with Florida Department of Health Bureau of Laboratory guidelines. This ensures timely and accurate laboratory analysis of suspicious non‐clinical samples associated with potential public health threats. Participants will have the opportunity to demonstrate their knowledge, skills, and abilities associated with safe and effective sample collection techniques and to utilize appropriate protocols and the sample submission form.
 
Course Objectives: Upon completion of this course, participants will be able to:
                     
Describe characteristics of potential biological agents and their possible use in terrorism
 
Practice biological agent sample techniques based on the DOH protocol
 
Utilize appropriate chain of custody procedures for suspected biological agents
 
Safely package and transport a sample to one of Florida’s four LRN Public Health Reference laboratories
 
Discuss the efficacy of handheld assays for field sample evaluation
 
Audience:
 
HazMat and Law Enforcement officials are encouraged to attend. County health department training coordinators, emergency management/planning personnel and other security personnel may also benefit from this course.
