- Complaint Acceptance - Because of other agencies’ involvement in the
area of occupational health, the following complaint referral procedures
should be followed:
- For private industry employees, there are three federal sources for
workplace safety and health. Employee complaints about his/her
employer’s place of business should be referred to (a).
Employer/employee requests for consultation assistance should be
referred to (b) and (c).
- Complaints should be referred to the
Occupational Safety and Health Administration (OSHA), at
954.424.0242,
- The
University of South Florida, College of Public Health, has
developed a
consultation program, under a federal grant at 866.273.1105.
- The National Institute for Occupational Safety and Health
(NIOSH) offers a health hazard evaluation program for workplaces. A
health hazard evaluation may be requested at 800.35.NIOSH
(800.356,4674).
- For state, county and municipal employees not covered by OSHA
standards, they should be referred to their respective Risk Management
Division:
- Broward County Health Department Employees, Risk Management
Department at 954.467.4824.
- Broward County Employees,
Risk Management Division, at 954.357.7200.
- Broward County School Board Employees,
Risk
Management Department, at 754.321.3200,
- For other governmental employees without a Risk Management
Department, the
University of
South Florida,
College of Public Health, has developed a

- When a complainant is reporting air pollution from an outside source
or from another free-standing building, the call should be referred to
the
Broward County Environmental Protection Department (BCEPD) at
954.519.1220.

Indoor Air Quality in the Workplace:
There are currently no services available from the State of Florida for
indoor air quality in the workplace. The 2000 Florida Legislature did
not pass legislation to reauthorize services provided by the Department
of Labor and Employment Security's Division of Safety. As a result the
Division of Safety stopped providing workplace indoor air quality
services on July 1st, 2000. The Department of Health is currently unable
to assume those services lost when the Division of Safety ceased
operation.
There are three federally funded sources for workplace safety and

offers a health hazard evaluation program for workplaces. A

hazard evaluation, may be requested from NIOSH at 800.35.NIOSH
(800.356.4674). OSHA,
at 954.424.0242 is responsible for federal regulatory issues related to
workplace health and safety in Florida.
Currently, there are no states or federal standards for acceptable
indoor air quality in workplaces. A summary and technical review of
indoor air quality in workplaces information is available from
OSHA.
- When complaints are received regarding the possible presence of
asbestos, the complainant is to be referred according to the following
guidelines:
- For state owned buildings, contact the designated building
asbestos contact person.
- For Broward County buildings, contact Kaarlo Kalervo, DEP
Regional Asbestos Coordinator, at 561.681.6621.
- For other governmental building or private business, contact
Walt Richards or Clifton Bittle, EPA-NESHAP compliance officers,
Broward County Environmental Protection Department (BCEPD) at
954.519.1420.
- For private and public schools, contact John Hund, EPA-AHERA,
Regional Asbestos Coordinator, at 404.562.8978
- For private individuals, contact a licensed
asbestos consultant.
- Complaint Referrals Involving Smoking in Enclosed Indoor Workplaces:
- To report a violation of the Florida Clean Indoor Air Act (FCIAA),
the public may call the office at 1 (800) 337-3742 or correspond via
e-mail. If mailing a complaint, the FCIAA program office will need
the following information: Name of enclosed indoor workplace where
violation is occurring, mailing address, city, and zip code, nature of
violation(s), and if possible, the name of the person in charge. Mail to
the Division of Health Access and Tobacco, 4052 Bald Cypress Way, Bin
C23, Tallahassee, FL 32399-1743.
Indoor air quality program
The objective of this program is to minimize risks from exposures to toxics and
other potentially hazardous agents in indoor environments, primarily in private
homes and other residential buildings. This objective is achieved through
collection, compiling, correlating and providing factual information, monitoring
and assessing health risks due to exposures to agents in the indoor environment.
This program responds to inquiries and requests for assistance on indoor air
toxics issues with no specific regulatory authority authorized.
- Response includes assessment of health risks from exposure to chemical,
physical, and biological agents in the indoor environment. The department
may collect, compile and correlate information on public health and
exposures to indoor air toxins through sampling and testing.
- The Broward county health department environmental health section
provides indoor air quality consultations, indoor air sampling and testing
for a fee specified in the established BCHD fee schedule.
